TOKYO?Japan put on a brave face Wednesday after the U.S. Treasury issued a surprisingly strong reprimand against Tokyo's recent rounds of foreign-exchange intervention to weaken the yen, but the hardening U.S. attitude could seriously undermine further forays into the market in the months ahead.

China cuts 2012 rare earths export quota

(AP) ? China announced a cut Tuesday in its rare earths export quota as it tries to shore up sagging prices for the exotic metals used in mobile phones and other high-tech goods.

China accounts for 97 percent of rare earth output and its 2009 decision to curb exports while it builds up an industry to create products made with them alarmed foreign companies that depend on Chinese supplies.

In its latest quota, the Commerce Ministry said exporters will be allowed to sell 10,546 tons of rare earths in the first half of 2012. That is a 27 percent reduction from the quota for the first half of 2011.

China's export restrictions have strained relations with the United States the European Union, Japan and other governments that have called on Beijing to remove its curbs and make its intentions clear.

Despite production and expor curbs, rare earths prices in China have tumbled as U.S. and European economic woes dent demand for its exports. The government ordered its biggest producer to suspend output for a month in October to shore up prices.

But the restrictions have made rare earths much mor expensive abroad, giving Chinese makers of products that use them a price advantage and foreign manufacturers an incentive to shift operations to China.

In a sign of unusually weak demand, the Commerce Ministry said actual Chinese exports of rare earths in 2011 totaled 14,750 tons for the first 11 months of 2011 ? the equivalent of just 49 percent of the total annual quota.

In another possible move to tighten control over exports, the ministry's announcement Tuesday said only 11 companies will be allowed to sell abroad. That is down from 26 companies given licences for the first half of 2011.

Rare earths are 17 elements including cerium, dysprosium and lanthanum that are used in manufacturing flat-screen TVs, batteries for electric cars and wind turbines. They also used in some high-tech weapons.

The United States, Canada and Australia also have rare earths but stopped mining them in the 1990s as lower-cost Chinese ores flooded the market.

Surging demand has prompted ccompanies in Canada, California, India, Malaysia, Russia and other other countries to develop rare earths mines, some of which are expected to start producing by 2015.

Prices in China have fallen sharply since August, declining by 45 percent for neodymium oxide, by 33 percent for terbium oxide and by 31 percent for lanthanum oxide, according to Lynas Corp., an Australian rare earths producer.

Its figures showed an equally striking gap between prices in China and abroad, with lanthanum oxide costing triple the Chinese level on global markets, neodymium more than twice as much and terbium oxide near twice as much.

AP survey: Economy to pick up but still vulnerable (AP)

WASHINGTON ? The U.S. economy will grow faster in 2012 ? if it isn't knocked off track by upheavals in Europe, according to an Associated Press survey of leading economists.

Unemployment will barely fall from the current 8.6 percent rate, though, by the time President Barack Obama runs for re-election in November, the economists say.

The three dozen private, corporate and academic economists expect the economy to grow 2.4 percent next year. In 2011, it likely grew less than 2 percent.

The year is ending on an upswing. The economy has generated at least 100,000 new jobs for five months in a row ? the longest such streak since 2006.

The number of people applying for unemployment benefits has dropped to the lowest level since April 2008. The trend suggests that layoffs have all but stopped and hiring could pick up.

And the economy avoided a setback when Obama signed legislation Friday extending a Social Security payroll tax cut that was to expire at year's end. But Congress could agree only on a two-month extension.

The economists surveyed Dec. 14-20 expect the country to create 177,000 jobs a month through Election Day 2012. That would be up from an average 132,000 jobs a month so far in 2011.

Dean Maki, chief U.S. economist at Barclays Capital, says the U.S. economy remains vulnerable to an outside shock. A big threat is the risk that Europe's debt crisis will trigger a worldwide credit freeze like the one that hit Wall Street in late 2008.

A shock to the U.S. economy, he says, might not be as dangerous if it were growing at a healthier 4 percent to 5 percent annual pace. But when growth is stuck at 2 percent or 3 percent, a major global crisis could stall job creation and raise unemployment.

Beyond Europe, troubles in other areas could also upset the U.S. economy next year, the economists say. Congressional gridlock ahead of the 2012 elections and unforeseen global events, like this year's Arab Spring protests, could slow the U.S. economy. Three economists said rising nuclear tensions with Iran are a concern.

Even without an outside jolt, the economists expect barely enough job creation in 2012 to stay ahead of population growth and the return of discouraged workers into the labor force.

"I just don't know if it's going to be enough to bring the unemployment rate down," says Chad Moutray, chief economist for the National Association of Manufacturers.

The AP economists expect the unemployment rate to be stuck at a recession-level 8.4 percent when voters go to the polls in November. Unemployment was 8.6 percent in November.

A majority (56 percent) of the economists say the economy will get a lift from Federal Reserve policies. The Fed has said it plans to keep short-term interest rates near zero through at least mid-2013 if the economy remains weak. The central bank also has begun a campaign to try to push down mortgage rates and other long-term interest rates through next June.

Those surveyed also think the economy is strong enough to withstand higher oil prices. At near $100 a barrel, oil prices are up 10 percent from a year ago. But only two of the economists AP surveyed expect the higher prices to slow the economy "a lot."

The economists expect the European economy to shrink 0.5 percent in 2011 ? and fall into a recession. Europe is slowing as heavily indebted countries slash spending and banks exposed to government debt curtail lending.

Among the gravest fears is that a major country like Italy will default on its debt, wiping out some banks with large holdings of European government bonds. A worldwide credit crunch like the one that followed the 2008 failure of Lehman Bros could follow.

Twenty-one of the economists listed Europe as a threat to the U.S. economy next year.

"If it were a big enough downturn, given the size of Europe, it could bring the world economy down into recession," says Allen Sinai, president of Decision Economics.

But overall, the economists see only an 18 percent chance that Europe's debt troubles will cause a recession in the United States.

The economists are divided over which one step European policymakers should take now to bolster the 17-country eurozone.

More than one-fourth say the European Central Bank should aggressively try to lower the borrowing costs of the Italian and Spanish governments by buying their bonds.

Nearly one-fifth say European countries should jointly issue "Eurobonds" to help finance weaker countries.

And 17 percent say European governments should slash spending.

Still, the economists expect European policymakers to find a way to prevent the crisis from escalating into a global financial panic.

If Europe can stabilize its economies, the U.S. stock markets would rally sharply, economists say, and prospects for U.S. economic growth would brighten.

"Europe appears to be the only real impediment to keeping this recovery from happening," said Joel Naroff, president of Naroff Economics.

Ovarian cancer study proves drug delays disease progression, may improve survival

The findings, published today in the New England Journal of Medicine, report that the drug halted the cancer's return for two months overall. However, for women with the highest risk disease, the delay was five to six months and in this group, the findings also indicate a strong trend to improved overall survival, which is being analysed until 2013.

"This is the first new drug in ovarian cancer in 15 years to improve outcome and I believe it should be considered as a potential new standard of care," says Dr. Oza, a medical oncologist who leads the Cancer Clinical Research Unit at Princess Margaret Hospital. He is also co-director of the hospital's Bras Family Drug Development Program and Professor, Faculty of Medicine, University of Toronto.

The seven-year study began in 2004 and enrolled 1,528 women with ovarian cancer at 263 centres, including 20 in Canada. Avastin was added to chemotherapy treatment and given intravenously every three weeks for 12 months.

The drug blocks growth factors that promote new blood vessels formation in tumours, thereby "starving" the cancer. It is not a cure, explains Dr. Oza, but has a proven track record in delaying disease progression in other types of cancer including colorectal, lung, breast, kidney and brain.

"We now know that using Avastin in ovarian cancer for even this short time improves outcomes," says Dr. Oza. "The next step is to determine if giving it for a longer period would be of even greater benefit."

Similar findings from a U.S. study are also reported in this issue of the journal. Dr. Oza says the major difference between the two studies is that the women in the American study were given twice as much Avastin. "So the question now is would half the dose for double the duration improve outcomes even more? This is an area to investigate further."

KUALA LUMPUR, Dec 28 ? Malaysia condemns the Nigerian Christmas church bombings, said? Foreign Minister Datuk Seri Anifah Aman.

The minister echoed Malaysia?s firm position against all types of terrorism involving terrorism irrespective of geography, Bernama Online reported.

Anifah said the killing of the innocent was unforgivable and inhumane, and that targeting places of worship on days of religious significance was even more deplorable, in his statement released today.

He sent on behalf of the Malaysian people condolences and sympathies to the victims and their families.

The DTOID Show: Our Top Gaming Moments Of 2011! -Destructoid

Merry Christmas, everybody! I'm gonna keep this short because idiot thought it was a good idea to put a small tree in my house and then leave a bunch of presents sitting under it, so I need to go get rid of that crap before anybody trips on it or it becomes a fire hazard. In the meantime, here's The Destructoid Show's top stories of 2011. Some good, some bad, some of them barely aren't even what you'd consider "stories," but all of them are things from the last year that somehow involve video games.?

Soap Dish: Soaps Celebrate The Holidays

Merry Christmas soap fans, it is Soap Dish time again and this week I am dishing about how soaps celebrate the holidays. I love this time of year for so many reasons and one of them is I love the way soap operas celebrate the holidays, especially Days of Our Lives. Seriously one of my must see episodes of DOOL is the one where the Horton family and their extended families gather to put the infamous ornaments on the tree. It makes me get into the holiday spirit the second I watch it. In fact I have always wanted to copy that tradition and do it with my own family, I swear I am going to do it next year. One of my other favorite things about how soap operas celebrate the holidays is that there tends to be a Christmas Eve wedding. This year it was Dante and Lulu on General Hospital and was suppose to be Kevin and Chloe on The Young and The Restless. Bo & Hope on DOOL got hitched on Christmas Eve once as well. The reason I like it is because in theory getting married on Christmas Eve is a fabulous idea in reality [...]

Bombs rock Baghdad, raising fears of sectarian war (AP)

BAGHDAD ? A terrifying wave of bombs tore through mostly Shiite neighborhoods of Baghdad on Thursday, killing at least 69 people and evoking fears that Iraq could dissolve into a new round of sectarian violence now that American troops have left.

The attacks appeared to be a well-coordinated assault by Sunni militants linked to al-Qaida and targeted markets, grocery stores, cafes and government buildings in a dozen neighborhoods. They coincided with a government crisis that has already strained ties between the two sects to the breaking point.

For many Iraqis, this could be the beginning of a nightmare scenario: The fragile alliance in the governing coalition is collapsing, large-scale violence bearing the hallmarks of al-Qaida insurgents has returned and Shiite Prime Minister Nouri al-Maliki may be moving to grab the already limited power of the minority Sunnis.

"The conditions that perpetuate civil wars are making a hasty comeback," said Ramzy Mardini, an analyst at the Institute for the Study of War in Washington.

The bombings may be linked more to the withdrawal of the last U.S. troops Sunday than the political crisis, but all together the developments raise the specter of a return to the Shiite-Sunni sectarian bloodshed that pushed Iraq to the brink of civil war in 2006 and 2007.

Al-Maliki is engaged in a showdown with the top Sunni political leader in the country. His government has issued an arrest warrant for Sunni Vice President Tariq al-Hashemi for what al-Hashemi says are trumped-up charges that he ran hit squads against government officials.

That has thrown Iraq's political community into a crisis, with Sunnis suspicious that al-Maliki is making a power grab in the wake of the American military departure.

Thrown into this already heated mixture was some of the worst violence Iraq has seen this year.

At least 16 blasts went off across Baghdad, killing 69 people and wounding nearly 200 more. Most exploded in the morning but at least two struck Thursday evening.

The deadliest attack was in the Karrada neighborhood, where a suicide bomber driving an explosives-laden vehicle blew himself up outside a government office. Two police officers at the scene said the bomber was driving an ambulance and told guards that he needed to get to a nearby hospital. After the guards let him through, he drove to the building and blew himself up, the officers said.

"I was sleeping in my bed when the explosion happened," said 12-year-old Hussain Abbas, standing in his pajamas. "I jumped from my bed and rushed to my mom's lap. I told her I did not want to go to school today. I'm terrified."

In Washington, the White House condemned the bombings and said attempts to derail progress in Iraq will fail. Press secretary Jay Carney said the attacks serve no agenda "other than murder and hatred."

Vice President Joe Biden, President Barack Obama's point man on Iraq, called President Jalal Talabani to discuss the situation. It was Biden's second round of phone calls to Iraqi officials this week.

Gen. Ray Odierno, the U.S. Army chief of staff, also visited Baghdad Thursday in what was described as a trip arranged before the political crisis erupted.

It was exactly this type of violence in the early days after the U.S.-led invasion that eventually spiraled into a near-civil war. Sunni militants such as al-Qaida saw Iraq as their battleground against first the U.S. and then Shiites, whom they do not consider as true Muslims.

Shiite militias, fired up by years of anger over repression under Saddam Hussein's Sunni-dominated regime, then fought back in what eventually became a tit-for-tat battle fought mainly across Baghdad. A bombing against a Shiite neighborhood would be answered by residents of a Sunni neighborhood being dragged out and shot.

That's the type of reaction that analysts say al-Qaida is trying to spark with violence such as Thursday's blasts. There was no immediate claim of responsibility, but the bombings bore all the hallmarks of al-Qaida's Sunni insurgents: a mix of sticky bombs, a suicide bomber, roadside blasts and car bombs.

Al-Qaida in Iraq is severely debilitated from its strength in the early years of the war, but still has the capability to launch coordinated and deadly assaults from time to time. U.S. military officials worried about a resurgence of al-Qaida after their departure.

If Sunnis feel invested in the political process and see that they have a future within it, analysts say it's unlikely that al-Qaida and its ilk could gain much traction within the wider Sunni community, especially after the bloodbath that Iraqis have already endured and are not eager to repeat.

Many Sunnis fear the arrest warrant against al-Hashemi is part of a wider campaign to go after Sunni political figures and shore up Shiite control across the country.

In this already tense atmosphere, Hadi Jalo, a Baghdad-based political analyst, said Thursday's violence will likely elicit an even stronger crackdown by al-Maliki as opposed to a conciliatory move.

"What is clear now is that the situation is deteriorating," he said. "I think al-Maliki, who has the absolute power now ... will strike back, and he will escalate his crackdown against his political rivals. The situation now will continue to fuel the sectarian tensions."

Coordinated campaigns such as this generally take weeks to plan, and could have been timed to coincide with the end of the American military presence in Iraq, possibly to undercut U.S. claims that they are leaving behind a stable and safe Iraq.

Iraqis have mixed feelings toward the departure of the American military that invaded nearly nine years ago. Their gratitude for the ouster of Saddam is coupled with anger at the violence that eventually overcame the country.

Now, especially after Thursday's explosions, they wonder whether their security forces are up to the task of protecting the country and whether their political institutions will survive intact.

"Such horrible blasts have occurred just one week after the American withdrawal, and then imagine what would happen after one month or one year after the Americans leaving," said Abdul Rahman Qassim, a 46-year-old lawyer in the northern city of Mosul.

Researchers at the National Institute of Standards and Technology (NIST) have demonstrated a prototype device capable of absolute measurements of optical power delivered through an optical fiber.

The device is the world's first fiber-coupled cryogenic radiometer that links optical fiber power measurements directly to fundamental electrical units and national standards. It uses a microscopic forest of carbon nanotubesthe world's darkest materialto measure values that are about one-thousandth of the levels typically attained with a cryogenic radiometer lacking direct fiber input capability.* With improvements in temperature control and speed, the device could meet the needs for ultraprecise calibrations at ultralow power in telecommunications, medical devices and other industries.

Optical power and energy are traceable to fundamental electrical units. Radiometers absorb optical energy and convert it to heat. Then the electrical power needed to induce the same temperature increase is measured. Because optical and electrical heating are not exactly equivalent, measurement uncertainties can be relatively large from a metrology point of view.

The demonstration is also a step toward converting radiometry from a classical practice based on electrical units to a quantum practice based on single particles of light (photons).

"We have many customers who request optical power measurements in fiber, mainly for optical communications," project leader John Lehman says. "Also, our single-photon measurements are done in fiber."

The new radiometer is about 70 millimeters (mm) long and incorporates a 1.45-mm-thick optical fiber capped by a light-trapping cavity at one end with the nanotube absorber and a heater. The ultra-dark nanotubes** are grown on a tiny X-shaped piece of micromachined silicon. Light absorption was so high it was difficult to determine measurement uncertainties; Lehman travelled to a special facility at the National Physical Laboratory (the British equivalent of NIST) to make some measurements.

Experiments and calculations indicate the new radiometer can measure a power level of 10 nanowatts with an uncertainty of 0.1 percent. By comparison, typical measurements of optical power delivered through fiber have an uncertainty of 3 percent or more at similar power levels. More importantly, these commercial devices rely on a series of calibrations to establish traceability to national standards.

NIST aims to develop an absolute quantum standard for optical power and energy based on single photons. The effort includes development of sources and detectors spanning a wide range of optical power measurements, from single photon counts to trillions of photons. Single photons are already used in quantum communications systems, which offer novel capabilities such as detecting extremely weak optical signals and providing quantum guarantees on security.

Chicago Bears cut receiver Hurd after drug arrest (Reuters)

CHICAGO (Reuters) ? The Chicago Bears said on Friday they will cut wide receiver Sam Hurd from the football team following his arrest on federal drug charges.

Team spokesman Scott Hagel told Reuters in an e-mail that Hurd, 26, "will be waived today," meaning he will be dropped from the team.

Hurd, who signed a three-year contract with the Bears in July after five seasons with the Dallas Cowboys, was arrested and charged earlier this week with conspiracy to distribute large quantities of cocaine and marijuana.

Hurd allegedly wanted to set up a drug distribution operation in Chicago and told an undercover law enforcement agent that he wanted to buy five to 10 kilograms of cocaine at a price of $25,000 per kilogram weekly, according to a criminal complaint filed in federal court.

A brain-damaged man who can?t remember faces has nosed into a scientific debate about how people learn to recognize other complex objects. Deaf users of sign language also have a hand in this dispute.

The brain-damaged man?s facial failures are one symptom of a general inability to perceive configurations of object parts, suggests a new investigation led by psychologist Cindy Bukach of the University of Richmond in Virginia. The man thus stumbles at identifying not only people?s faces but also computer-generated, three-part objects called Greebles, even after extensive training, Bukach?s team reports online December 8 in Neuropsychologia.

Bukach and her colleagues studied LR, a man who fails to recognize his daughter when shown a picture of her but remembers distinctive facial features, such as Elvis? sideburns. Damage in a car accident to a brain area just under the right temple caused this condition, called prosopagnosia.

?There are many ways in which face recognition can be disrupted, but our evidence shows that LR?s type of prosopagnosia impairs recognition of objects with multiple parts, with faces as the most obvious example,? Bukach says. Relative positions of the eyes, nose and mouth, as well their shapes, contribute to perceiving a face as a single entity.

In a 2006 report, her team designed a collection of eight faces using different combinations of two sets of eyes, noses and mouths. After briefly viewing a face, LR correctly selected it from all eight faces 25 percent of the time ? about what would be expected if he based choices on a single facial feature, Bukach says. Further testing showed that LR homed in on the mouth.

In the new study, the researchers designed eight Greebles, using different combinations of two versions of three distinctive appendages. LR recognized Greebles he had just seen 31 percent of the time, improving little after several one-hour, weekly training sessions. Four healthy volunteers struggled at discerning Greebles at first but recognized most of them after training.

Bukach opposes an influential view that the brain evolved systems for dealing with key types of knowledge, including face recognition (SN: 7/7/01, p. 10). A proponent of that view, psychologist Bradley Duchaine of Dartmouth College, previously reported that a prosopagnosia patient named Edward ? who cited lifelong problems recognizing faces ? learned to discriminate Greebles but not human faces.

If face recognition depends on a general capacity for learning to recognize multi-part objects, Duchaine holds, healthy volunteers should recognize novel Greebles as poorly as prosopagnosia patients do at first but perform better than patients after seeing lots of Greebles. LR?s Greeble difficulties exceeded those of healthy volunteers from the start, a sign of fundamental object-recognition problems that make the results hard to interpret, Duchaine contends. ?These new results don?t help us understand mechanisms used for face processing,? he says.

LR?s poor Greeble-detection accuracy before and after training indicates that he focused on only one Greeble appendage when trying to tell the funny-looking objects apart, Bukach responds.

Support for the idea that brains use a general mechanism to recognize complex objects comes from deaf people who communicate with American Sign Language. Just as upside-down faces look weird and often unrecognizable to healthy volunteers, so do upside-down signs shown to fluent ASL users, say psychologists David Corina of the University of California, Davis, and Michael Grosvald of the University of California, Irvine.

Because healthy individuals perceive faces as whole entities, topsy-turvy faces look bizarre, Corina says. Likewise, ASL users learn to see signs as integrated sets of movements that look peculiar when inverted, the researchers propose in a paper published online December 6 in Cognition.

Many researchers assume that people understand sign language by breaking each sign down into hand shapes, arm movements and other elements.

Corina and Grosvald also find that deaf ASL users are faster than hearing nonsigners at recognizing videos of head scratching and other common grooming actions. Sign languages exploit brain areas devoted to detecting human actions in general, they propose.

Psycholinguist Karen Emmorey of San Diego State University calls new evidence that fluent signers perceive signs as whole entities ?a key insight.? Further work needs to confirm that learning a sign language modifies action-related brain areas, she adds.

I was excited earlier this month when I received a ?dividend? from my insurance company.? I was always surprised by this, because I never understood why an insurance company would pay a dividend.? I understood why stocks paid dividends ? to return earnings to shareholders.? Well, insurance companies do the same thing, but they are returning premiums paid to customers, rather than earnings.

Not all insurance companies pay dividends, but many (around 600 nationwide) do return premiums.? Whether you receive a dividend is also not guaranteed by any policy amendments ? just like a regular dividend, it is declared by the board of directions based on the company?s performance.

What Determines Dividend Payments

For insurance companies, there are three main drivers of whether they will issue an insurance dividend:

  • Losses Experienced: Insurance companies are always calculating risk, and usually calculate the financial worst case scenario.? However, a lot of times, they banked more money than they needed, and their losses do not exceed their reserves.? The fewer the claims an insurer has, they more likely they are to pay a dividend.
  • Investment Performance: All insurance companies invest their premiums and other reserves to get the most return possible on their money.? That is how they make money ? they charge premiums and invest it over time.? However, sometimes their investment performance exceeds exceptions, and as a result, they have some extra funds.? If their investments perform well, they are more likely to pay a dividend.
  • Expenses: As with any company, expenses determine profitability.? This can be everything from commissions, to state legal fees, to even litigation.? If the insurance company has less expenses than expected, chances are you will receive a dividend.

You Personal Return of Premium

To receive an insurance dividend, you must be a policyholder on the date the company declares the dividend.? This is very similar to owning a stock that pays a dividend.

The amount of return you receive is directly proportional to the premiums paid during the year.? As such, the more policies you have (or larger policies you have), the higher your dividend payment.? For life insurance, it usually depends on the risk class you are in ? the less risky, the higher your dividend.

Furthermore, your individual insurance claims throughout the year usually have no impact on your ability to get an insurance dividend.

Lagarde: Global economy facing gloomy prospects (AP)

WASHINGTON ? The head of the International Monetary Fund sketched a dim outlook for the global economy and said all countries must work together to resolve Europe's escalating debt crisis.

IMF Managing Director Christine Lagarde said Europe's problems will not be solved by Europe alone.

"It's not a crisis that will be resolved by one group of countries taking action," Lagarde said in remarks at a State Department conference. "It's going to be hopefully resolved by all countries, all regions, all categories of countries actually taking action."

She said if the issues are not dealt with decisively, the global economy could confront the same threats that pushed the world into the Great Depression of the 1930s.

"It's a question of actually facing the issues, not being in denial, accepting the truth, accepting the reality, then dealing with it," Lagarde said.

She did not provide details on what actions she expected individual countries or the IMF to take.

She also cautioned financial markets to allow time for individual nations to work through the political process to arrive at a solution.

"It would be ideal and it would be lovely from a market perspective if it was not just currently but immediately signed, sealed and delivered, done deal, overnight," she said. "Unfortunately, for those of you who have the privilege of belonging to democracies, things do not happen in that way and things do take time and have to go through parliamentary processes."

Last week, a number of European countries said their central banks would make loans to the IMF to bolster IMF resources. After the announcement, the Obama administration said it would not provide more support to the IMF because it said the agency had sufficient resources.
